World Bank Attest to MCOs New Cadastre System Efficiency.

Director General of the Nigeria Mining Cadastre Office (NMCO), Eng. Obadiah Nkom has said, the World Bank has attested to the efficiency of the Electronic Mining Cadastre System (eMC+) launched recently.

The DG stated this in his presentation during the launch of the system at the Nigerian Mining Week, held from Monday, November 1, to Wednesday, November 3, 2022, in Abuja.

According to Nkom” Upon the completion of the eMC+ project, the International Peer Reviewer was engaged by the World Bank who attested to the efficiency of the functionality of the new system which has been attested satisfactory”.

Introducing the eMC+ as “A system which enables fast and seamless online administration and management of mineral titles in an efficient and transparent manner throughout the lifecycle of the title, Nkom added, that the Mining Cadastre Office on its part, has conducted stakeholders sensitisation workshops in the Geopolitical zones on the adoption of the new system”

He added that the new system will benefit stakeholders at all levels, as it will save time, and costs and also promote transparency.

In his words “For the MCO, the new system will increase transparency, the efficiency of service delivery, enhance revenue generation, attract foreign investments, reduce the time of processing and improve information sharing between the office and other government agencies”.

He also added that it will be “Beneficial to mineral title holders as it would adhere to the ease of doing business, help title holders receive timely notifications on the status of applications, enhance online mineral title administration as well promote transparency in mineral title administration”

“The electronic filing system initially were computerized, but now we are migrated to an online system, which simply means that you can stay anywhere in the world. You can even use your phone to access this system.

“By the time you have access to the mining cadastre information. It makes the system transparent”

 “At the end of the day, you find out that it becomes more effective, more efficient, and easily usable. At the same time, you find that it saves you transport costs when you can just use your phones or laptops to access this service. This will also encourage foreign investments and more people will be able to see the transparency.

The DG who also spoke on the achievements of the sector revealed that the MCO had recorded hundred percent (100) successes in all their legal cases, an 86% increase in revenue generation between 2018-2021, successful migration of the eMC+ and won best federal government agency in digital innovation by the Nigeria internal Registration Association (NIRA) among others.

“I want to tell you that astronomically over the past years, we have had to surpass each year’s revenue irrespective of even the challenges and even irrespective of the pandemic,” he said

“We surpassed from 2019 up to date, in fact, in 2021 we have an 86% increase in revenue. So we hope at the end of the day, we’ll continue to be able to add adequate value and revenue”
